Legal Agreement — Read Before Using
These Terms & Conditions ("Agreement") govern your access to and use of the PAC Management System ("Platform"), operated by Sk Samrat ("Administrator"). By creating an account, logging in, or accessing any part of the Platform, you confirm that you have read, understood, and agreed to be bound by this Agreement in its entirety.
By accessing, browsing, or using the PAC Management System in any way — including but not limited to creating an account, submitting PAC entries, viewing dashboards, or downloading reports — you acknowledge that you have read these Terms & Conditions and agree to be legally bound by them.
If you are accessing this Platform on behalf of a UCL owner, center, or organization, you represent and warrant that you have the authority to bind that organization to these terms. If you do not agree with any part of these terms, you must immediately discontinue use of the Platform.
Access to the PAC Management System is restricted to authorized individuals only. Eligibility requirements include:
- You must be at least 18 years of age or the legal age of majority in your jurisdiction.
- You must be a registered UCL owner, Aadhaar enrollment center operator, or an administrator explicitly approved by the Platform administrator.
- You must not be located in any jurisdiction where access to or use of this Platform would be prohibited by applicable law.
- You must have a valid, active invitation or credential issued by the Platform administrator (Sk Samrat).
The Platform reserves the right to refuse access, suspend accounts, or revoke credentials at any time without notice, at the sole discretion of the administrator, particularly in cases of policy violation, misuse, or inactivity exceeding 90 days.
Each authorized user is issued a unique account consisting of a registered email address and a password managed through Firebase Authentication. You agree to the following regarding your account:
- You are solely responsible for maintaining the confidentiality of your login credentials.
- You must not share your login credentials with any third party, including colleagues, family members, or other operators, unless explicitly authorized by the Platform administrator in writing.
- You must notify the administrator immediately upon discovering any unauthorized access to your account.
- All actions taken under your account are deemed to have been performed by you and you accept full liability for those actions.
- You must use a strong, unique password and enable two-factor authentication if made available on the Platform.
The Platform reserves the right to enforce password resets, lock accounts, or require re-verification at any time to maintain security standards across the network.
The PAC Management System is a purpose-built internal tool. Authorized users may use the Platform solely for the following purposes:
- Submitting, reviewing, editing, and tracking PAC records related to Aadhaar enrollment activities.
- Managing and monitoring assigned Aadhaar enrollment centers within your jurisdiction.
- Viewing analytics, performance reports, and dashboards relevant to your assigned role and center(s).
- Generating and downloading reports in approved formats (PDF, XLSX, CSV) for official operational use.
- Managing operator profiles and UCL registrations, subject to your assigned permission level.
- Communicating operational status changes through Platform-provided tools.
Any use of the Platform outside the scope described above — or any use that contravenes applicable law, regulatory guidance, or UIDAI (Unique Identification Authority of India) protocols — is strictly prohibited and may result in immediate account termination.
The Platform processes and stores operational data related to PAC activities using Google Cloud Firestore. By using the Platform, you acknowledge and agree to the following data practices:

All data transmitted between your device and the Platform is encrypted using TLS 1.3. Data at rest in Firestore is encrypted using AES-256. The Platform does not sell, transfer, or disclose user data to third parties except as required by law or as necessary to operate the Google Firebase infrastructure.
Users submitting PAC entries through this Platform agree to the following responsibilities regarding the accuracy and integrity of those records:
- All PAC entries submitted must be accurate, complete, and truthful to the best of the operator's knowledge.
- Submission of false, duplicate, or fraudulent PAC records is a violation of these Terms and may constitute a criminal offence under applicable Indian law.
- Operators are responsible for verifying the identity and eligibility of individuals whose records they submit.
- Once submitted, records are timestamped and linked to the submitting operator's account in the immutable audit trail.
- Bulk CSV imports must follow the approved format and must not contain personally identifiable information (PII) beyond what is operationally required.
The Platform operates a granular Role-Based Access Control (RBAC) system enforced at the Firebase Security Rules level. Each user account is assigned a role that determines exactly what data can be read, written, edited, or exported.

Attempting to access, modify, or export data beyond your assigned role is a security violation. All such attempts are logged in the audit trail. Users must not attempt to circumvent role-based restrictions through any technical means, including direct API calls, token manipulation, or exploiting client-side vulnerabilities.
The following activities are strictly prohibited on the PAC Management System. Violation of any of these prohibitions may result in immediate termination of access and potential legal action:
- Attempting to gain unauthorized access to other users' accounts, data, or restricted sections of the Platform.
- Reverse engineering, decompiling, disassembling, or attempting to extract the source code of the Platform.
- Introducing malware, viruses, trojan horses, ransomware, or any malicious code into the Platform or its infrastructure.
- Using automated bots, scripts, or crawlers to access, scrape, or extract data from the Platform without prior written consent.
- Misrepresenting your identity, role, or authority when using the Platform.
- Submitting false, fabricated, or fraudulent PAC data entries of any kind.
- Sharing exported data, screenshots, or reports with unauthorized individuals or third parties.
- Attempting to overload, DoS-attack, or otherwise disrupt Platform services or Firestore infrastructure.
- Using the Platform for any purpose not explicitly covered under Permitted Use (Section 04).
- Circumventing, removing, or tampering with any security, authentication, or encryption mechanism.
All intellectual property rights in and to the PAC Management System — including but not limited to the source code, user interface design, database schema, documentation, branding, visual assets, and system architecture — are the exclusive property of Sk Samrat, the Platform administrator.
- Users are granted a limited, non-exclusive, non-transferable, revocable license to use the Platform solely for its intended operational purpose.
- No part of the Platform may be copied, reproduced, modified, distributed, or used to create derivative works without prior written authorization from the administrator.
- The PAC System name, logo, and associated branding are proprietary identifiers. Any unauthorized use constitutes trademark infringement.
- Exported reports and data generated by the Platform are for authorized internal operational use only and may not be redistributed, published, or sold.
Feedback, suggestions, or feature requests submitted by users may be incorporated into the Platform at the administrator's discretion, without any obligation or compensation to the submitting user.
The Platform is provided on an "as-is" and "as-available" basis. While every effort is made to maintain a 99.7% uptime SLA, the administrator makes no guarantees of uninterrupted or error-free service. Specifically:
- The Platform administrator is not liable for data loss resulting from user error, unauthorized access, or force majeure events including natural disasters or third-party infrastructure failures.
- The administrator is not responsible for decisions made by operators or UCL owners based on data or analytics displayed in the Platform.
- Scheduled maintenance windows may cause temporary unavailability. Advance notice will be provided where possible.
- Third-party services integrated with the Platform (Google Firestore, Firebase, Vercel) are subject to their own terms, and the administrator is not liable for outages or data handling by those services.
- The Platform does not guarantee the accuracy of real-time data displayed on live dashboards during network outages or Firestore sync delays.
Either party may terminate access to the Platform under the following conditions:
- Administrator-Initiated Termination: The administrator may suspend or permanently revoke your access at any time, with or without notice, for any breach of these Terms, for operational reasons, or if your role or employment status changes.
- User-Initiated Termination: You may request account deletion at any time by contacting the administrator. Upon deletion, your access credentials will be revoked; however, records submitted under your account will be retained as part of the audit trail.
- Automatic Suspension: Accounts showing no login activity for 90 consecutive days may be automatically deactivated. A reactivation request can be submitted to the administrator.
Upon termination, the license granted to you under these Terms is immediately revoked. Any data you have submitted or created on the Platform remains the property of the administrator and the associated UCL/center entity.
These Terms & Conditions are governed by and shall be construed in accordance with the laws of the Republic of India, without regard to its conflict of law principles. Specifically:
- Disputes arising from or related to these Terms shall be subject to the exclusive jurisdiction of the courts located in Birbhum District, West Bengal, India.
- The Information Technology Act, 2000 and its amendments apply to data security and unauthorized access provisions under these Terms.
- For matters involving Aadhaar-related data, the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 takes precedence.
- The parties agree to attempt to resolve disputes informally before initiating formal legal proceedings.
The administrator reserves the right to modify, update, or replace any part of these Terms & Conditions at any time. Changes take effect immediately upon posting to the Platform or notification to registered users.
- Major changes (affecting user rights, data practices, or permitted use) will be communicated via a dashboard notification banner at least 7 days before taking effect.
- Minor changes (typographical corrections, clarifications) may be implemented without prior notice.
- Users are responsible for periodically reviewing these Terms. The "Last Updated" date at the top of this page reflects the most recent revision.
- Continued use of the Platform after any change constitutes your acceptance of the revised Terms.
Archived versions of these Terms are available upon request from the Platform administrator for a period of two years following each revision.

We aim to respond to all formal legal inquiries within 7 business days. Security vulnerability reports are treated with the highest priority and will receive a response within 48 hours.
